Distraction
The ways of domination range from the crude to the devious: secretly abusing by evading the lawyers, or, if caught, crushing the victim in court by buying or eliminating witnesses and authorities. Organized, the process becomes systematic—abuses are listed, plans are made to limit judicial exposure, and the hits are set where the law is absent or complacent. Bleeding a nation stirs up legislative pressure; but with power and accomplices, these men are placed in the legislature even before the law is written, extending the excesses to more and more peoples. If a nation fragments, we make sure to control its most profitable part, to establish a dictatorship without legal protection.
